Select Up to 8 Characters:
While in game go to quit and pick CPU as all officers. Then press 
L1 + L2 + R1 + R2 + Select and start. You will be asked who you would like 
to play as, pick up to 8 officers. 

Secret characters:
Go to main menu, choose "New Officer", after select "Create New Officer"
Select the name option and type any of the case-sensitive names when they 
appear.
