Unlock Mr. 0 Crocodile
Unlock characters 1-15. - After, play on any difficulty level in Story mode,
but choose Ms. Sunday. While you see the ending credits, hold L1 and press
Down, X, Left, Down, Triangle, X, Circle, Square, Up, Circle, R1, Left,
Triangle, Right, Square, R1.The sound will confirm if the entered code is
accepted.

Marine HQ stage:
First unlocking everyone, then complete their move lists in training mode.
After doing so, destroy all the pillars in the stage. Do this with every
character.

Unlock Alabastia stage
Finish Story mode with Crocodile

Unlock Maxim stage
Finish Event Battle with Enel

Very hard mode
Finish Event Battle in hard mode with more than 10 characters

Finish Event Mode with Mihawk in hard mode

Unlock characters:

Aokiji:
Finish event battle with Luffy, Zoro, Nami, Usopp, Sanji, Chopper, Robin, Buggy,
Kuro, Krieg, Arlong, Smoker, Bon Clay, Crocodile, and Foxy. Then, play event
battle again with Luffy. In the final stage you will battle Aokiji.
To unlock Aokiji you must use your level 2 special.

Choppy
Unlock Ms. Sunday, after finish Event Battle or Story mode with Luffy, Nami,
or Sanji in hard mode.

Tony Tony Chopper
Unlock Ms. Sunday, then finish Story mode on hard or higher difficulty level
with Monkey D. Luffy

Arlong: Finish event battle with Nami.
Bon Clay: Finish event battle with Chopper.
Buggy: Finish event battle with Zoro.
Crocodile: Finish event battle with Robin.
Don Crick: Finish event battle with Sanji on normal difficulty level.
Foxy: Finish event battle with Chopper twice.
Krieg: Finish event battle with Sanji.
Kuro: Finish event battle with Usopp.
Smoker: Finish event battle with Luffy.

Shanks:
Unlock Aokiji and Enel. Finish event battle with Luffy invery hard
difficulty level.

Mihawk:
Finish event battle with Zoro in - very hard mode after Shanks has been unlocked.
Beat mihawk with a level 2 special after getting hit with Mihawk's level 2
special to unlock him.

Enel:
After completing event battle with Luffy, Zoro, Nami, Usopp, Sanji, Chopper,
and Robin, complete their move list in training mode. A picture should flash by
of Enel challenging you. After, play a regular tournament in Gran Tours. One
of the character will be replaced with Enel. Beat and win 1st place in the
tournament.

Davy Back Fight mini-game bonuses:
Win 1st place in the Davy Back Fight min-game the indicated amount of times:

Breaking Krieg's Armor: Win 29 times
Crash Rush Boxer (the box breaking): Win 18 times
Donut Race: Win 10 times
Groggy Ring: Win 4 times
Snow (getting rid of snow): Win 26 times
The "Fix" sign: Win 34 times
Sanji & Zoro voice (announcing): Win 33 times. You need unlock voices also.
