Start on any level:
Note: Always make a backup copy before edit a game file.
Open with text editor the rebels.cfg file into your game directory.
Find the following entry: "checkvideo=#"
then change it to "checkvideo=6".
Save the file, after run game as usual and you will have access
to all levels.
