Color select
Hold start when selecting the character.

Unlock Redeye as playable character:
Complete the game in PC mode in hard mode to play as Redeye.

New weapons
Go to the fighter selection screen, highlight any character.
Then, hit [Start] 13 times, hold that key down on the last time
it is pressed and hold [Block] simultaneously.
Now keep both buttons held until the loading screen appears.
