Go to the main menu, then press:
Up, Up, Down, Down, Left, Right, Left, Left, Aim

Start the game with balanced resources:
At the new game scree, hold [Ctrl and click on the globe.
Then type "Pippin" as a cheat code. The red country will
start the game with balanced resources.
