Note: Always make a backup copy before edit a game file. Locate the
"soccer.ini" file in the installed game folder. Open with a text editor
and add any of the following lines:

Unlock All World Team, All Americas Team, All Asia Team And All Europe Team
Add "CHEAT_UNLOCKED_TEAMS=1" to your soccer.ini file.
