Select Mission
At the ACCIDENT scene put you mouse pointer over the "Options" button
(DO NOT - click) and type in "sixteen" as a code. Once you've done that
you'll get a list of all - the missions and you can just pick the mission
you want to play. -

Note:Always make a backup copy, before edit a game file.
Use a text editor to edit all the files in the "data\cars" folder except
"hai.dat" and "zf.dat". Modify the first line to "0" in each of the files.
All vehicles should now be unlocked.

Modify number of passengers:
Note:Always make a backup copy, before edit a game file.
Use a text editor to edit all the files in the "data\cars" folder except
"hai.dat" and "zf.dat". Modify number in the second line in each of the files
(except for the cars) to set the number of passengers that can enter.
