Cheat Menu
Go to the "Press Start" screen, then press L + R, C-Left, C-Right, L + R,
after press START. Then go to the mode selection screen and hold Z
and tap L until the cheat mode appears.

Bonus Cars
Go to the "Press Start" screen, then press L + R, C-Left, C-Right, L + R.
After, go to the Options screen, then hold Z and press L.
